The City of Coos Bay is situated on the scenic southern Oregon Coast and is poised and ready for growth.

Coos Bay is the largest city on the Oregon Coast, with a population of approximately 16,000 people. It shares the nickname "Oregon's Bay Area" with the neighboring city of North Bend and nearby unincorporated Charleston. The area offers a temperate climate, scenic beauty, and numerous recreational opportunities.

Incentives

  • No System Development Charges (SDCs)
  • Urban Renewal Programs in Downtown and Empire 
    • Urban Renewal Grant Improvement Program funding amount allocated to each district varies per fiscal year.

  • Enterprise Zone eligibility eliminates taxes on new property and equipment. The standard abatement program is for a 3-year period and an extended abatement program is up to 5-years. Business interested in longer terms may be eligible to apply for a Long-Term Rural Enterprise Zone exemption which would allow them to be exempt from property tax for 7 to 15 years as determined by an agreement between the business operating the facility and the local zone sponsor (city, county, or port). South Coast Development Council (SCDC) manages the Lower Umpqua, Bay Area, and Coquille Valley Enterprise Zones; contact SCDC for more information and conditions.
  • Opportunity Zone located in Coos Bay’s Empire District offers significant tax savings on medium- to long-term investments in economically disadvantaged communities. This tax incentive pertains to both the capital gains invested initially through a qualified opportunity fund (QOF), as well as future capital gains earned on the original investment in zone-based businesses or projects.
  • Multiple-Unit Property Tax Exemption (MUPTE) exempts property taxes for up to 10 years on qualifying multi-family residential units (4 or more) located within 1/4-mile of a fixed route public transit service, designated in core areas, and anywhere within city-limits when subject to low-income housing assistance.
  • South Coast Development Council (SCDC) helps with numerous incentives for development.

Transportation & Access

Coos Bay is the center of trade and commerce for the entire southwestern Oregon coastal region. There is a strong transportation infrastructure including access to the Southwest Regional Airport (OTH), the International Port of Coos Bay, and the Coos Bay Rail Line. The Bay is the largest deep‐draft maritime commerce center between the Columbia River and San Francisco Bay

Highway 101 runs through downtown Coos Bay. The region is accessible to the I-5 corridor in under 90 minutes via Oregon Highways 126, 38 and 42. 

Education & Workforce

Educational and employment opportunities exist with our excellent Southwestern Oregon Community College, Bay Area Hospital, US Coast Guard facilities, and North Bend Medical Center.
