Like most cities in Oregon, the City of Coos Bay utilizes the “Council-Manager” form of government. Under this system, the City Council sets policies which are then implemented by the City Manager who is selected and serves at the direction of the Council.

Before becoming City Manager in August of 2023, Nichole Rutherford served several roles in the Finance Department, including Finance Director, since she joined the City of Coos Bay in May 2014.  She holds a Master of Public Administration from Columbia Southern University and is a proud graduate of Southwestern Oregon Community College, earning her associate degree before transferring to Eastern Oregon University to complete her bachelor's degree in business administration.

As the City's chief executive officer, the City Manager is charged with preparation and administration of the City and Urban Renewal Agency’s annual budgets and Urban Renewal plans, as well as general oversight of the Administration Department and full management team, preparation of Council and URA Board agenda packets and meeting management, and support of HR functions.

None of these things are possible without a staff of professionals dedicated to those who work, live and visit our community. In Coos Bay we have five departments in addition to the Administration Department, each headed by a director who reports directly to the City Manager and who is selected on the basis of their qualifications and experience.
