Jeff Adkins, Fire Chief

Fire Chief Jeff Adkins was raised in the Coquille area and started volunteering for the Coquille Fire Department in 1997. He started his career with the Coos Bay Fire Department in December of 2006 as an Engineer and was promoted to the rank of Lieutenant in 2015. Chief Adkins was the coordinator for the Oregon Regional Hazardous Materials team then transferred to B-shift to learn the training program for the fire department before being promoted to Battalion Chief in November 2016. He became Fire Chief in January 2025.

Jeff attended Southwestern Oregon Community College and Waldorf College where he earned an Associate’s degree in Fire Science, and a Bachelor’s degree in Fire Administration respectively, and a Master’s degree in Public Administration from Columbia Southern University.

In addition to his fire department responsibilities, Jeff has been very active within the Coos Bay Volunteer Firefighter’s Association, serving on the E-Board as treasurer since 2009. Adkins was also highly active in the career firefighters union, Local 2935; serving on the E-board. Jeff has been married to his wife Lisa since 1995; they have two children.

As Fire Chief, Chief Adkins oversees all department operations and administration as well as serves as the city Emergency Manager. Chief Adkins is supported in his role by three Battalion Chiefs who also serve as shift commanders.

Jason Guenther

Jason Guenther, A-Shift Battalion Chief

Areas of Responsibility: Apparatus maintenance, Facilities maintenance, Small tools and equipment, Station supplies.

Battalion Chief Jason Guenther began his firefighting career in 2005 as a volunteer with the Gold Beach Fire Department. Two years later, he was hired on as Firefighter/Engineer with the City of North Bend, where he worked for six years before joining the Coos Bay Fire Department in 2014. In 2016, he was promoted to the rank of Lieutenant which he served as until his promotion to Battalion Chief in 2019.

Jason obtained his bachelor’s degree from Oregon State University in 2005. He returned to Southwestern Oregon Community College for his Associate’s in Paramedicine in 2012. In addition to working as a paramedic with Bay Cities Ambulance, he has attended multiple trainings, is certified as a Fire Officer 2, and is a certified technician on the state HazMat team.

Beyond his day-to-day firefighting duties, Jason is active with his family and chasing around his two sons. He also served as President of the career firefighters union, Local 2935, for two and a half years before being promoted to Battalion Chief.

Areas of Responsibility: Department Training Officer, Resident Intern Firefighter Program, Firefighter personal protective equipment, Uniforms, Radio communications equipment, Emergency medical equipment

Battalion Chief Kevin Cunningham joined the CBFD in 2002. He earned a Bachelor of Arts degree from Adams State University in Southern Colorado. He is licensed as an Emergency Medical Technician (Intermediate level), Hazardous Materials Technician, NFPA Fire Officer II, and an FAA certified drone pilot. Kevin has been instrumental in many of the department’s programs, including the Regional Haz Mat team, drone team, station and vehicle maintenance programs, and many others. At the 2024 Oregon Hazardous Materials Team Conference, Kevin was presented the "So Others May Succeed" award recognizing his time, effort and leadership in building and designing some of the most robust hazmat heavy duty rescue trucks and initial response vehicles. 

In addition to his contributions to the department, Kevin has been an active leader within the community, coaching track and field for North Bend High School.

Justin Ferren, C-Shift Battalion Chief

Areas of Responsibility: Department Health and Safety, Hazardous Materials Team, Volunteer Firefighter Program, Drone Program, Information Technology, Fire Prevention and Public Education.

Battalion Chief Justin Ferren was raised in Coquille, Oregon. After returning from a deployment to Iraq in 2010, where he served as a combat medic with the Oregon Army National Guard, he began volunteering with the Coquille Fire Department. In 2013, he earned his Paramedic certification and was hired as a career Firefighter/Paramedic. Justin was promoted to Coquille Fire Chief in 2018 and served in that role for seven years before joining the Coos Bay Fire Department as a Battalion Chief in 2025.

Justin earned Associate Degrees in Paramedicine and Fire Science from Southwestern Oregon Community College. He is a certified Paramedic and Fire Officer 2. In addition to his duties with the Coos Bay Fire Department, Justin has served as a medic on the Coos County Emergency Response Team since 2021.

Outside of work, Justin enjoys spending time with his wife, Kerrie, and their two sons.

Amy Linder

Amy Linder, Fire Inspector

Areas of Responsibility: Administration of the Fire Code, Overseeing fire prevention and fire code enforcement, Maintenance inspections, Plan review of new construction for access and fireflow water supply, Public education

Fire Inspector Amy Linder has over 30 years experience in the fire service, with positions including Firefighter, Lieutenant, Fire Inspector, and Fire Marshal. She has a bachelor’s degree in Safety and Health Management, specializing in construction, from Central Washington University. She is certified through the International Code Council, the Oregon State Fire Marshal, and is a credentialed Fire Marshal through the Commission on Professional Credentialing. Amy is a member of the Oregon Fire Service Honor Guard, a non-profit organization which provides honors to fallen firefighters, assistance to their families, and posts colors at major fire service events.

In addition to responsibilities with the City, Amy serves as president of a local non-profit, Cody’s Friends for Fire Safety, which promotes fire and life safety through education and support of emergency preparedness. She has Dalmatians that work as public education and therapy dogs. She is involved with the Coos County Peer Support Team and is active in a local church.
